Dear residents and community members, 

We’re finishing 2022 on a high!

In addition to meet your neighbour and Christmas celebrations at Club Mambourin, our Owners Corporation Manager, Quantum United, won a prestigious Urban Development Institute of Australia Consultant Award for Club Mambourin in December.

Heidelberg Avenue Park is now open and our third village park located in the north-east precinct (Stage 19) is currently being tendered with landscape works to commence mid 2023 for a forecast opening in late 2023.

Perhaps the most exciting news to end the year is that we have recently entered into an agreement for the sale of our P-12 private school. Subject to finalising contracts shortly, we can’t wait to share more details with you in the new year.

Town Centre Components

P-12 Private School

Frasers Property Australia (school to be designed and built by a school operator)

We’re excited to share that Frasers Property has entered into an agreement for the sale of our P-12 private school. The sale is subject to final contracts being signed, however we anticipate an announcement on the provider and further details early in the new year.

Town Centre Retail

Frasers Property has now finalised a masterplan for the Mambourin Retail together with Wyndham Council which provides a long-term strategy for the development of this important precinct.
A building and works permit application is currently being assessed by Council with approval and subsequent construction commencement anticipated in 2023.
Subject to approvals, Stage 1 of the retail centre is proposed to include a major supermarket and 20+ specialty shops, including restaurants, café’s, fresh food, pharmacy and a medical precinct. Initial interest in leasing opportunities within the Stage 1 retail have been very positive to date.
Major supermarkets require a certain population within their primary trade area before they can open to ensure feasibility. The current estimate for Stage 1 opening, based on population growth forecasts, is 2024. 

Council Community Centre 

Wyndham City Council

Council is progressing masterplanning for the future Mambourin Community Centre which is proposed to include kindergarten rooms, maternal and child health services, community meeting rooms, a library and a performing arts centre.
Based on the current timeline the first stage of the centre is anticipated to open in 2026. 

Town Centre Development

Civil construction is progressing on the first four commercial sites on Black Forest Road with these works scheduled for completion in mid 2023 with building works anticipated to follow.
Planning applications have been submitted by the purchasers for proposed uses including a childcare centre, petrol station and convenience food stores with approvals anticipated in 2023.
Civil works are also continuing on the intersection of Black Forest Road and Grandvista Boulevard which will be the main entry into our future Town Centre and retail precinct.  
Frasers Property has also now submitted designs to Council for a significant amount of the Town Centre road network and further commercial development sites. Initial earthworks across the town centre precinct are expected to commence early in 2023. 
As construction progresses, please be aware that there may be minor disruptions to traffic on Black Forest Road. Intersection works are anticipated to be complete in mid 2023.

 

Town Homes Precinct

Frasers Property has received planning approval for the first town homes precinct within the Mambourin Town Centre. 
Located in a prime position opposite the wetlands and Barrabool Park, the exclusive town home precinct will feature around 150 homes. These two-storey architect designed homes will provide a contemporary, low maintenance opportunity to live in the heart of the Mambourin Town Centre. 
Further details on the launch of this precinct will be shared in early 2023.

Train Station

Victorian Government (Rail Projects Victoria, Major Transport Infrastructure Authority)

There have been no recent updates on the potential future railway station identified by the Victorian Government on the Regional Rail Link, located within the Mambourin Town Centre. 

 

Community Amenity 

Stage 9 Park - Local/ pocket park

Work has been completed on the second village park on Heidelberg Avenue in the north-west precinct (Stage 9) of Mambourin.
The temporary fencing around the park will come down shortly following Council’s final approval which is anticipated to occur prior to the holiday period for residents to enjoy exploring the new park. 

 

 

Stage 19 Park

Frasers Property is finalising the detailed designs for the third village park located in the north-east precinct (Stage 19) of Mambourin. Civil construction has already commenced to prepare the site with landscape works currently being tendered. Landscaping works are anticipated to commence mid-2023 with opening on schedule for late 2023.
The large 8000sqm park will feature a great range of adventure play options and open space areas including swings, a hill slide, climbable bouldering play, and an architectural ropes course, as well as a picnic shelter, sculptures, walking trails and a nature play BOBITS garden (bits of the bush in the suburbs). 

 

Club Mambourin

It’s been another big quarter for Club Mambourin!
In December, we hosted a meet your neighbour event and celebrated Christmas at Club Mambourin with over 400 residents and members of the community in attendance. Activities included kids yoga, a jumping castle, face painting, balloon twisting, sausage sizzle and a delicious cupcake decorating workshop.
In other great news, Quantum United, our Club Mambourin owners’ corporate manager, won a prestigious Urban Development Institute of Australia Consultant Award in December. The award recognised the great service Quantum United has provided in assisting with the delivery and the ongoing management and activation of the club.

Little Growling Café

It’s been just over a year that Rashi and Divyang have been operating the café at Mambourin and they’ve seen lots of changes over this time. The most important change in their life is of course their new son Aditya, born on December 4 2022. Congratulations!
Rashi and Divyang have asked us to extend their best wishes to their customers and the community at Mambourin for a Merry Christmas and a safe and happy start to 2023. 

 

 

Barrabool Boulevard Park and wetlands

Maintenance of the public facilities and garbage collection at the park are the responsibility of Council and they have a new portal through which you can ask any questions or raise concerns: https://wyndham.custhelp.com/
Maintenance of Barrabool Boulevard Park, maintenance of the adjoining wetlands and street trees will be the responsibility of Frasers Property until the areas are handed over to Wyndham City Council in 2023.
Maintenance of street trees was handed to Council in November 2022 and Council requires residents to be responsible for maintaining nature strips as per Council’s requirements. We will organise a letter drop so residents are aware of their requirements.
As we mentioned in our last update, there have been a number of requests to Council from residents for more lighting in the park. This requires a change of Council policy to achieve and we have progressed discussions with Council to this end. If we can get Council approval Frasers Property is happy to install additional lighting and we’ll keep you updated on our progress. 

 

Estate Maintenance

Frasers Property Australia and Wyndham City Council

Landscape works, including street trees and nature strips, are completed for stages 9, 10, 11, 15 and 16.
As we mentioned earlier, once these works are completed the responsibility for maintaining nature strips is the residents’.  We will circulate a letter to residents so they are aware that moving forward, owners need to maintain their nature strip, including replacing areas damaged by home building activity.
Frasers Property will continue to monitor key boulevards to ensure a high level of presentation is maintained in the community. 

 

Ison Road Rail Overpass 

Victorian Government

The Ison Road Rail Overpass Bridge in Werribee will extend across the Melbourne-Geelong Railway line, south towards Browns Road and connecting with a section of Ison Road to be constructed by Wyndham City Council.
The overpass is vital to providing a direct link from Ison Road to the Princes Freeway. Funding for the overpass was announced in September 2022  with construction expected to begin in 2023.
