Quarterly Update - September 2022

Dear residents and community members,
 
There was good news on a number of fronts for the Mambourin community in recent months.
 
In addition to first birthday celebrations at Club Mambourin in August, our building contractors for Club Mambourin won a prestigious Master Builder’s Award in September.

The regional news was the State Government’s announcement of funding for the Ison Road Rail Overpass.  Once complete, the rail overpass will provide a vital link for our growing Mambourin community and improve connectivity to Melbourne and Geelong.

We’re currently putting the finishing touches on Heidelberg Avenue Park and finessing the detailed design plans for our third village park located in the north-east precinct (Stage 19). 

With civil works now well underway on the future Town Centre we urge the community to be safety conscious and patient with any traffic impacts.  We post regular quarterly video construction updates on our Facebook page, so be sure to check them out.

Town Centre Components

P-12 Private School

Frasers Property Australia (school to be designed and built by a school operator)

There is no change to our last update at this stage. The 6.81-hectare site for the school will be sold by Frasers Property to a private school operator. We are still working with potential providers. We are progressing discussions with potential providers and will advise as soon as we have any news.

Town Centre Retail

Following submission of Stage 1 plans in February 2022, we are continuing to work through plans with Council and will anticipate a building permit later this year.

Subject to approvals, Stage 1 of the retail centre is proposed to include a major supermarket and 20+ specialty shops.

Major supermarkets require a certain population within their primary trade area before they can open to ensure feasibility. The current estimate for Stage 1 opening, based on population growth forecasts, is 2024.

Train Station 

Victorian Government (Rail Projects Victoria, Major Transport Infrastructure Authority)

We have received no update since March on the potential future railway station identified by the Victorian Government on the Regional Rail Link, located within the Mambourin Town Centre.

Council Community Centre

Wyndham City Council

We understand Wyndham City Council has commenced their master planning process for the proposed Community Centre including kindergarten rooms, maternal and child health, community meeting rooms, a library and a performing arts centre. 

Based on the current timeline the first stage of the centre is still targeting to open in 2026.

Town Centre Development

Civil construction is progressing on the first four commercial sites on Black Forest Road with these works scheduled for completion in May next year and built form development to follow.

We understand the operators of the four commercial sites: a childcare centre; petrol station; and convenience food stores have now submitted plans for their premises to Council.

Civil works are also continuing on the intersection of Black Forest Road and Grandvista Boulevard which will be the main entry into our future Town Centre and retail precinct.

We have also now received a permit for a significant amount of the Town Centre network including the intersection on Black Forest Road, connector roads and further commercial pad sites.

As construction progresses, please be aware that there may be minor disruptions to traffic on Black Forest Road. Intersection works are anticipated to be complete in mid 2023.

 

Community Amenity 

Stage 9 Park - Local/ pocket park

Work is progressing well on our second village park on Heidelberg Avenue in the north-west precinct of the Mambourin community. Landscaping works are well progressed, and construction has been completed on the shelter, bee structure, hill slide and concrete works. The key components now underway are the soft-scaping, planting and installation of play equipment. 

Heidelberg Avenue Park will have many features for the families of Mambourin to enjoy with swings, a hill-slide, nature play elements, climbable bee sculpture, walking paths, shelter and picnic tables as well as a kick about space. Extensive gardens and plantings will frame the play areas featuring signature trees like Plane Trees, Flame Trees and Moreton Bay Fig Trees, which already feature in the District Park and Wetlands. 

We anticipate the park will be open to public late 2022.

Stage 19 Park

 

We are currently putting the final touches on the detailed design plans for our third village park located in the north-east precinct (Stage 19).

The 8000sqm park will feature a great range of adventure play options and open space areas including swings, a hill slide, climbable bouldering play, and an architectural ropes course, as well as a picnic shelter, sculptures, walking trails and a nature play BOBITS garden (bits of the bush in the suburbs).

Work is scheduled to commence on Stage 19 in late 2022 with the park due to open in late 2023.

It’s been a big quarter for Club Mambourin!

In August, we celebrated Club Mambourin's first birthday with over 300 residents and members of the community in attendance. Activities included kids yoga, a jumping castle, face painting, balloon twisting, sausage sizzle and a delicious cupcake decorating workshop.

In other happy news, Harris HMC Construction, our Club Mambourin contractor, won a prestigious Master Builders Victoria award in September. The award recognised the craftmanship and quality of the development and a Victoria-first innovation, the use of geothermal technology to heat the pools and spa, as well as to heat and cool the building itself.

Rashi and Divyang Dhagat are becoming popular members of the community. The last flea market proved successful and there are now plans for these to become a regular feature on the residents’ calendar.

Maintenance of the public facilities and garbage collection at the park are the responsibility of Council and they have a new portal through which you can ask any questions or raise concerns: https://wyndham. custhelp.com/

Maintenance of Barrabool Boulevard Park, maintenance of the adjoining wetlands and street trees will be the responsibility of Frasers Property until the areas are handed over to Wyndham City Council in 2023.

We’re aware there have been a number of requests to Council from residents for more lighting in the park.  Council is considering additional lighting near walking paths although this requires a change of Council policy to do so.  Frasers Property is happy to install additional lighting and we will monitor this situation and keep you updated.

 Estate Maintenance  Frasers Property Australia, residential owners & Wyndham City Council  

Landscape works, including street trees and nature strips, are underway for stages 9, 10 and 11. Stages15 and 16 are expected to commence imminently and be completed in late 2022.

Moving forward, owners need to be aware that it is their responsibility to maintain their nature strip, including replacing areas damaged by home building activity.

Frasers Property will continue to monitor key boulevards to ensure a high level of presentation is maintained in the community.

Ison Road Rail Overpass    Earlier this month the State Government recently announced funding for the construction of the Ison Road Rail Overpass Bridge in Werribee which will provide a vital link from Wyndham West to the Princes Freeway.

The project will include construction of a road overpass bridge across the Melbourne-Geelong Railway line, extending the road south towards Browns Road and connecting with a section of Ison Road to be constructed by Wyndham City Council.

It is expected that the overpass will cater to nearly 29,000 daily users by 2036.

Major Road Projects Victoria announced they are also in the early stages of planning for potential improvements to the Werribee Main Road and Princes Freeway Interchange in Werribee, including traffic modelling, planning studies, and environmental and historic heritage investigations.

This planning work will consider future upgrades to the interchange, including on and off-ramps to the Princes Freeway, as well as active transport and cycling options.

The Ison Road Rail Overpass is expected to begin construction in 2023.
