Berwick Waters Quarterly Update September 2022

Dear residents and community members,

The year is rolling by remarkably fast and it’s time to update you on project activity at Berwick Waters.

We now have an approved Urban Development Framework (UDF) from the City of Casey.  UDF is a masterplan that outlines the locations and the various future uses of the Town Centre.  Mondous Property can continue to progress their design work and expect to begin bulk earth works around the Town Centre by Q3 2022.

In the meantime, the new section of Honour Avenue from Riverstone Boulevard to Macumba Drive is completed and opened for traffic from Riverstone Boulevard. The entrance at Macumba Drive is anticipated to open later in 2022.

Status as at September 2022

New road upgrade to connect Soldiers Road to Bells Road (Bells Road Extension)

Works have continued on the construction of a new section of road through our property running between Soldiers Rd (where it bends) and Bells Road (where it currently terminates at Thompsons Road).  Along with the road construction we are also installing sewer, water and gas assets.  This work is the construction activity currently occurring in the future Town Centre site.

Bulk earthworks on the Town Centre site itself are expected to start in Q3 2022 subject to Council approval (refer below).

Completion of this new road link is expected by Q3 2023.

New road connection – Honour Avenue through to Riverstone Boulevard and Macumba Drive

This road is now almost complete.

The final 150 metre section of this road now remains to be completed.  This section crosses the Victorian Desalination Pipeline so it is very sensitive infrastructure and requires approval from the Department of Environment, Land, Water and Planning (DELWP) before work can begin.  We have been working towards obtaining this approval for almost 18 months now but still haven’t secured it so will keep on it.

When completed ownership of the roads is transferred to City of Casey Council.

New road connection – Honour Avenue from Macumba Drive to Soldiers Road

Multiple stakeholders are responsible for various sections of these roadworks. The range of parties involved is due to land ownership boundaries and the separate planning permit requirements.

Frasers Property has awarded its component of this project to Bayport Civil, and they have commenced construction of this section of Honour Avenue east of Macumba Drive.  We anticipate completion of this section by mid 2023.

Both Mondous Property and Circa Estate are responsible for the other two final sections of the road that will connect back into Como Parade and Huckerby Drive/Soldiers Road.  We are advised both these sections will also be completed by 2023.

Upper Banks & Promenade Village Wetlands

Bulk earthworks of this new wetland section is expected to commence in Q1 2023.
We’re still awaiting the City of Casey approval of our final landscape construction drawing package for the shared path network with seating and small fitness areas dotted along the first section of wetlands adjacent to Stages 1 and 3. Once these plans are approved, we will order plants and from there can program delivery timeframes more accurately.

College Green Conservation Reserve

While Berwick Waters was the only community in the south-eastern corridor to have its plans approved for the Conservation Reserve.  As advised previously Melbourne Water, DELWP and the City of Casey are undertaking a full Cardinia Creek Conservation Corridor review.

Hopefully the authorities can quickly determine our revised drawings are agreeable to all and we can receive approvals and schedule the works in again.

Sporting ovals (located at Springleaf Avenue between Waterfront and Heritage Hill precincts)

The City of Casey has now commenced detailed design of the sporting ovals/sports courts in this location.

They have advised that construction of these facilities is subject to future annual budget processes and competing infrastructure priorities.

Proposed primary school

Victorian Government (Department of Education and Training Victoria/Victorian School Building Authority)

There are two landowners of the primary school site. Mondous Property owns the smaller area, and the developer of Aspen on Clyde owns the remainder. We understand Government is continuing their discussions with both landowners to be able to take the process to the next stage.

We also understand that the VSBA on site testing will commence shortly.

We have not been informed of any material progress since our last quarterly update.

The Waterside Centre (next to McDonalds)

The café is now open and we understand the Sri Lankan restaurant is working towards opening soon although we have no date at this stage.

Mondous Property has advised leasing agents are continuing to work on securing businesses for the final tenancies.

Mondous Property will progress with their design work.  Approval of the UDF is a key step to progressing to receiving the planning permit through City of Casey.  Bulk earthworks are on track to begin in late 2022.

Final landscape construction documentation should be submitted to the City of Casey in Q4 2022.

Following approval by the Council and Melbourne Water, the process of plant propagation, contractor tender and appointment, and ultimately works can be undertaken.

We will update the community on the expected delivery timeframes in future updates.
